The Housing Authority of the City of Milwaukee (HACM) retained David Gomez & Associates (DG&A) in January 2013 as their trusted executive search partner for the first time on a search for an Associate Director in Milwaukee, WI.
HACM has been a national leader in housing for over 60 years. HACM provides innovative affordable housing choices to over 10,000 Milwaukee families and works to assist them in achieving self-sufficiency through a wide range of economic, health and social services. The organization was chartered in 1944 and is responsible for the construction, management, and provision of safe, affordable, and quality housing with services that enhance residents’ self-sufficiency. The Housing Authority is governed by a 7-member Board of Commissioners who are appointed by the Mayor and confirmed by the Common Council.
The Housing Authority manages over 4,000 units of low-income housing that are subsidized by the U.S. Department of Housing and Urban Development and administers over 5,700 Section 8 (Rent Assistance) vouchers. The Housing Authority also owns and manages over 1,000 units of affordable and market-rate rental housing. Their mission is to provide decent/quality, safe and affordable housing with transition options for those who desire them. “Transition option” is defined as the opportunity for residents to self-determine their interest in, and have access to, housing options that support long-term self-sufficiency.
Reporting to the Executive Director, the Associate Director will provide executive management and leadership necessary to administer HACM’s federally funded public and assisted housing programs, as well as locally owned market rate and affordable rental housing. The successful Director will be responsible for providing policy direction and oversight and supervise program managers, actively contributing to and participating as a member of HACM’s executive leadership team, and developing operating policies and procedures for consideration by the HACM Board.
The Associate Director will monitor compliance with federal, state and local regulations as they apply to program administration within each functional program area and review and recommend staffing levels and the allocation of HACM’s financial resources for each assigned program area. Also, the Director will work in tandem with the Chief Financial Officer in the preparation of annual budgets, or reports required by regulatory agencies, as well as contribute to other areas of development and coordination.
